President Prabowo Subianto has carried out his second cabinet reshuffle during his leadership. In this reshuffle, five ministers were replaced, and one new minister was appointed to lead a newly established ministry.

 

The five ministerial posts affected were the Coordinating Minister for Political and Security Affairs, the Minister of Finance, the Minister for the Protection of Indonesian Migrant Workers, the Minister of Cooperatives, and the Minister of Youth and Sports. Meanwhile, the newly created Ministry of Hajj and Umrah also received its first appointed minister.

1. Five Ministers Replaced
Prabowo replaced five ministerial positions at once: Budi Gunawan (Coordinating Minister for Political and Security Affairs), Sri Mulyani (Minister of Finance), Abdul Kadir Karding (Minister of Migrant Worker Protection), Budi Arie Setiadi (Minister of Cooperatives), and Dito Ariotedjo (Minister of Youth and Sports).

 

Their successors were immediately sworn in, but only for three portfolios. Purbaya Yudhi Sadewa was inaugurated as Finance Minister, Mukhtarudin as Minister of Migrant Worker Protection, and Ferry Juliantono as Minister of Cooperatives.

 

Meanwhile, the Coordinating Minister for Political and Security Affairs and the Minister of Youth and Sports posts remain vacant for now.

 

2. BP Hajj Head Appointed as Minister of Hajj
Prabowo inaugurated Mochamad Irfan Yusuf (Gus Irfan) as the first Minister of Hajj and Umrah, with Dahnil Anzar Simanjuntak sworn in as Deputy Minister. Their appointments followed the elevation of the Hajj Organizing Agency (BP Hajj) to ministry status.

 

The ceremony was held at the State Palace, Jakarta, on Monday (September 8, 2025), alongside the swearing-in of the other newly appointed ministers.

 

Nanik Purwanti, Deputy for State Secretariat Administrative Affairs, read out the Presidential Decree, confirming the appointments of Purbaya Yudhi Sadewa as Finance Minister, Mukhtarudin as Minister of Migrant Worker Protection, Ferry Joko Juliantono as Minister of Cooperatives, Mochamad Irfan Yusuf as Minister of Hajj and Umrah, and Dahnil Anzar as Deputy Minister of Hajj and Umrah.

 

3. Reasons Behind the Reshuffle
The news of the reshuffle came unexpectedly. Minister of State Secretary, Prasetyo Hadi, explained that President Prabowo consistently evaluates the performance of his ministers.

 

“Based on various inputs, considerations, and continuous evaluations by the President, he has decided this afternoon to make changes to the composition of the Red-and-White Cabinet,” Prasetyo told reporters at the Presidential Palace, Monday (September 8).

 

4. Coordinating Minister for Politics and Security Held Ad Interim
Prabowo dismissed Budi Gunawan from his role as Coordinating Minister for Politics and Security but has yet to name a permanent replacement.

 

“For the position of Coordinating Minister for Political and Security Affairs, the President has not yet appointed a definitive replacement. For the time being, the role will be held on an ad interim basis,” Prasetyo clarified.

 

He did not disclose who is currently serving as Acting Coordinating Minister.

 

5. Karding Once Went Viral for Playing Domino
Abdul Kadir Karding, dismissed from his role as Minister of Migrant Worker Protection, previously made headlines when a photo of him playing domino with Azis Wellang—a figure linked to illegal logging cases—went viral. Forestry Minister Raja Juli Antoni was also seen in the photo.

 

Karding, who is Secretary General of the South Sulawesi Family Association (KKSS), later clarified that the activity was a casual game played during a regular KKSS meeting.

 

He explained that the KKSS gathering on Monday (September 1) was attended by several leaders, including Andi Rukma Nurdin, Andi Bohar, Azis Wellang, M Fachri, Riswan, Abdul Rahman, and Marwah. According to Karding, playing domino is part of the association’s cultural tradition.

 

He added that his initial purpose was to meet Raja Juli privately at the KKSS post. After their discussion ended around 11:30 p.m., Raja Juli was invited by other KKSS members to join a domino game.

 

“We only played two sets. Those who joined included Mr. Azis and Andi, who also serves as Vice Chairman of PB PORDI,” Karding said.

 

He admitted he did not know about Azis Wellang’s background. The domino photo was shared in WhatsApp groups of PORDI and KKSS before eventually becoming a public controversy.
