The Ministry of Communication and Digital Affairs (Komdigi) has initiated the conditional normalization of access to Grok services under strict supervision. The partial lifting of restrictions on Elon Musk’s AI feature in Indonesia followed X Corp’s formal commitment to comply with applicable domestic regulations. Komdigi stated that X Corp has submitted a written pledge outlining service improvements and adherence to Indonesian law.
Director General for Digital Space Supervision at Komdigi, Alexander Sabar, emphasized that the normalization should not be viewed as unconditional leniency, but rather as part of a measured digital law enforcement framework that remains subject to ongoing review.
“The normalization of Grok access is carried out conditionally after X Corp provided a written commitment detailing concrete steps to improve services and prevent misuse. This commitment serves as the basis for continuous evaluation, not the conclusion of oversight,” Alexander said in a press release on Saturday (January 31, 2026).
In an official letter addressed to Minister of Communication and Digital Affairs Meutya Hafid, X Corp stated that it has implemented multiple layers of safeguards to address potential misuse of Grok. These measures include enhanced technical protections, restricted access to certain features, strengthened internal policies and enforcement, as well as the activation of incident response protocols.
Alexander noted that all measures claimed by X Corp will be continuously verified and tested by Komdigi to ensure their effectiveness in preventing violations, including the dissemination of illegal content and breaches of child protection principles.
“This normalization is accompanied by ongoing monitoring and evaluation. Should inconsistencies or further violations be identified, Komdigi will not hesitate to take corrective actions, including re-suspending access to the service,” he stressed.
Komdigi reaffirmed that its digital space oversight policies—whether in the form of restrictions or normalization—are implemented proportionally, transparently, and in accordance with regulations, with the primary objective of safeguarding public interests and maintaining a safe and fair digital environment.
The ministry also acknowledged X Corp’s commitment to continued cooperation with the Indonesian government in fulfilling its legal obligations as an Electronic System Provider (ESP) and in supporting a responsible digital ecosystem.
“We remain open to constructive dialogue, but compliance with Indonesian law is mandatory. Service normalization is not the endpoint, but part of an ongoing state oversight process,” Alexander concluded.
