Statistics Indonesia (BPS) has strengthened and updated the National Single Social and Economic Data (DTSEN) to ensure that various government programs are distributed more accurately and reach the intended beneficiaries. This effort aims to guarantee that the database used is accurate, up to date, and reliable. The move follows controversy surrounding the deactivation of Contribution Assistance Recipients (PBI) under the BPJS Health insurance program.
DTSEN serves as a unified database containing information on individuals and families regarding the social and economic conditions of Indonesia’s population. The database integrates data from the Integrated Social Welfare Data (DTKS), the Social and Economic Registration (Regsosek), and the Targeting for the Acceleration of Extreme Poverty Eradication (P3KE). It is then matched with various administrative data sources, including population data from Dukcapil, BPJS Health data, and data from PLN.
Head of BPS, Amalia Adininggar Widyasanti, stated in a written release in Jakarta on Wednesday (12/2) that DTSEN contains unique individual and family data that have been synchronized with Dukcapil’s population records. Each person has a single National Identification Number (NIK), and duplicate records have been eliminated.
Amalia explained that the currently used DTSEN is the version as of January 23, 2026, which records 289,060,513 individual entries and 95,006,179 family entries. These figures represent an increase compared to the February 3, 2025 version, which recorded 285,579,122 individual entries and 93,025,360 family entries.
Within DTSEN, individuals and families are ranked according to welfare levels, from decile 1 (lowest) to decile 10 (highest). The welfare classification is determined based on 39 variables, including housing and sanitation conditions, sources of drinking water and electricity, type of cooking fuel used, and asset ownership.
Since its initial development in early 2025, BPS has continuously strengthened and updated DTSEN in collaboration with ministries, agencies, and regional governments. Under Presidential Instruction No. 4 of 2025, BPS is responsible for national data integration, while ministries, agencies, and regional governments are tasked with updating data by name and by address (BNBA), which is subsequently submitted to BPS for integration.
Currently, DTSEN is used as the primary database for various social protection programs, including the Family Hope Program (PKH), the Basic Food Program, the National Health Insurance (JKN), the People’s School program, and housing assistance programs.
Amalia emphasized that DTSEN must continuously be reinforced and updated because population data are inherently dynamic. She noted that demographic changes occur rapidly, with births, deaths, and relocations happening at any time. Therefore, updates are conducted quarterly through multiple methods, including field checks or verification and validation in coordination with the Ministry of Social Affairs, utilization of administrative data from various institutions, self-updating by the public, and collaboration with regional governments.
She added that BPS also updates DTSEN during its routine household surveys, such as the National Socioeconomic Survey (Susenas) and the National Labor Force Survey (Sakernas).
After being updated, DTSEN is submitted to the Coordinating Minister for Community Empowerment, the Minister of National Development Planning/Head of Bappenas, the Minister of Social Affairs, and the Head of the Financial and Development Supervisory Agency. Subsequently, the database is utilized by relevant ministries and agencies as the basis for program implementation. The determination of program beneficiaries is entirely under the authority of the respective ministries or agencies, in accordance with applicable regulations and mechanisms.
