Prabowo Pushes Acceleration: 18 Downstream Projects Set to Launch by 2026

The government aims for 18 downstream industrial projects across various sectors to begin operations by 2026. These projects are currently under review by the Investment Management Agency (BPI) Daya Anagata Nusantara (Danantara).

 

Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia stated that this target aligns with the directive of President Prabowo Subianto.

 

“The acceleration of downstream development covers the fisheries, agriculture, and energy-mineral sectors. After our visit to Cilegon, we discussed the President’s directive concerning 18 projects that have completed their pre-feasibility studies (pre-FS) and were reviewed with Danantara and Mr. Rosan. We plan to finalize all of them within this year,” said Bahlil at the Presidential Palace in Jakarta, quoted on Friday (November 7, 2025).

 

The 18 downstream projects represent a total investment value exceeding Rp600 trillion and are projected to generate over 270,000 new jobs. Around 67% of these projects will be located outside Java Island to promote equitable development across the nation.

 

“By accelerating these 18 projects worth more than Rp600 trillion, we will stimulate economic growth, create employment opportunities, and produce goods that serve as import substitutes,” he explained.

 

In addition, the government is promoting the development of Dimethyl Ether (DME) as an alternative to Liquefied Petroleum Gas (LPG), which is still largely imported. This initiative aims to strengthen domestic energy industries so that Indonesia’s energy needs can be met through local production.

 

“We recently inaugurated a project in Cilegon. Currently, Indonesia’s LPG demand reaches about 1.2 million tons per year, and by 2026, it is expected to rise to nearly 10 million tons. Therefore, we must act quickly and establish local energy industries,” Bahlil emphasized.

 

Here are the detailed 18 downstream projects planned for development:

  1. Aluminum (Bauxite) Smelter Industry – Mempawah, West Kalimantan | Rp60 trillion, 14,700 jobs.

  2. DME (Coal-Based) Industry – Bulungan, Kutai Timur, Kota Baru, Muara Enim, Pali, Banyuasin | Rp164 trillion, 34,800 jobs.

  3. Asphalt Industry – Buton, Southeast Sulawesi | Rp1.49 trillion, 3,450 jobs.

  4. Manganese Sulfate Industry – Kupang, East Nusa Tenggara | Rp3.05 trillion, 5,224 jobs.

  5. Stainless Steel Slab (Nickel) Industry – Morowali Industrial Area, Central Sulawesi | Rp38.4 trillion, 12,000 jobs.

  6. Copper Rod, Wire & Tube (Cathode Copper) Industry – Gresik, East Java | Rp19.2 trillion, 9,700 jobs.

  7. Iron and Steel (Iron Sand) Industry – Sarmi, Papua | Rp19 trillion, 18,000 jobs.

  8. Chemical Grade Alumina (Bauxite) Industry – Kendawangan, West Kalimantan | Rp17.3 trillion, 7,100 jobs.

  9. Oleoresin (Nutmeg) Industry – Fakfak, West Papua | Rp1.8 trillion, 1,850 jobs.

  10. Oleofood (Palm Oil) Industry – Maloy Batuta Trans Kalimantan SEZ | Rp3 trillion, 4,800 jobs.

  11. Nata de Coco, MCT, Coconut Flour, and Activated Carbon (Coconut) Industry – Tenayan Industrial Area, Riau | Rp2.3 trillion, 22,100 jobs.

  12. Chlor Alkali Plant (Salt) Industry – Aceh, East Kalimantan, East Java, South Sumatra, Riau, Banten, and NTT | Rp16 trillion, 33,000 jobs.

  13. Tilapia Fillet Industry – Banten, West Java, Central Java, and East Java | Rp1 trillion, 27,600 jobs.

  14. Carrageenan (Seaweed) Industry – Kupang, NTT | Rp212 billion, 1,700 jobs.

  15. Oil Refinery Industry – Lhokseumawe, Natuna, Cilegon, Makassar, Fakfak, and others | Rp160 trillion, 44,000 jobs.

  16. Oil Storage Tanks Industry – Same regions as refineries | Rp72 trillion, 6,960 jobs.

  17. Integrated Solar Module (Bauxite and Silica) Industry – Batang Industrial Area, Central Java | Rp24 trillion, 19,500 jobs.

  18. Bioavtur (Used Cooking Oil) Industry – Marunda, Cikarang, and Karawang | Rp16 trillion, 10,152 jobs.
