The administration of U.S. President Donald Trump is currently evaluating a significant expansion of its travel restrictions policy, with the possibility of banning citizens from an additional 36 countries from entering the United States. This information was revealed through an internal diplomatic cable from the U.S. State Department obtained by Reuters on Monday, June 16, 2025.

Previously, the Republican president had signed a proclamation barring entry to nationals from 12 countries, stating that the measure was necessary to protect the United States from "foreign terrorists" and other national security threats. This order is part of a broader immigration crackdown launched by Trump early in his second term, which includes deporting hundreds of Venezuelans suspected of gang affiliation to El Salvador and rejecting or deporting several international students from U.S. universities.

The internal diplomatic cable, signed by U.S. Secretary of State Marco Rubio, outlines a dozen concerns about the countries under consideration and calls for immediate corrective actions.

"The Department has identified 36 countries of concern that may be recommended for full or partial entry suspension if they fail to meet established benchmarks and requirements within 60 days," the document states. This cable was also reported by The Washington Post.

Among the major issues raised by the State Department are the lack of competent or cooperative governance in certain countries to provide reliable identification documents. Another concern is the “questionable security” of those countries’ passports.

Additionally, the document points out that some countries have not cooperated in accepting back their citizens who are subject to deportation from the U.S. It also notes instances where nationals have overstayed their granted U.S. visas.

Other concerns include individuals from these countries being involved in acts of terrorism on U.S. soil, or engaging in antisemitic or anti-American activities. However, the cable clarifies that not all of these concerns apply to every country on the list.

Meanwhile, a U.S. diplomat declined to comment directly, stating only that the United States continues to reassess its travel policies to ensure the safety of American citizens and ensure compliance with U.S. law by foreign nationals.

"The State Department remains committed to protecting the nation and its citizens by enforcing the highest standards of national security and public safety through our visa process," the official stated.

Countries reportedly being considered for inclusion in the travel ban include Angola, Antigua and Barbuda, Benin, Bhutan, Burkina Faso, Cabo Verde, Cambodia, Cameroon, Ivory Coast, Democratic Republic of the Congo, Djibouti, Dominica, Egypt, Gambia, Ghana, Kyrgyzstan, Liberia, Malawi, Mauritania, Niger, Nigeria, Saint Kitts and Nevis, Saint Lucia, Sao Tome and Principe, Senegal, South Sudan, Syria, Tanzania, Tonga, Tuvalu, Uganda, Vanuatu, Zambia, and Zimbabwe.

If implemented, this would mark a major expansion of the travel restrictions already in effect earlier this month. Countries previously affected include Afghanistan, Myanmar, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen. Seven other countries currently face partial restrictions: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.

It is worth noting that during his first term in office, Trump issued a travel ban targeting seven Muslim-majority countries. That policy went through several revisions before being upheld by the U.S. Supreme Court in 2018.
