Indonesia’s Ministry of Micro, Small, and Medium Enterprises (MSMEs) is preparing sanctions for marketplace platforms that unilaterally increase administrative fees. These sanctions will be stipulated in a Ministerial Regulation aimed at protecting MSMEs and enhancing their competitiveness within marketplace platforms.
MSME Minister Maman Abdurrahman stated that the ministry is currently coordinating with various marketplaces to establish system integration between the Sapa UMKM platform/application and several marketplace operators.
“The Ministry of MSMEs is coordinating with marketplace platforms to prepare system integration between Sapa UMKM and a number of marketplaces,” Maman said at his office in South Jakarta on Wednesday (June 10, 2026).
The regulation is expected to be issued this week. One of its key provisions will require online marketplaces to notify sellers well in advance before implementing new policies, such as providing a three-month notice prior to any increase in administrative fees.
Marketplace Sanctions
The government has prepared sanctions for violations of the regulation, including cases where platforms raise service fees unilaterally. The sanctions range from public disclosure of violations to recommendations for platform blocking or license revocation.
“The first sanction is that we will publicly disclose any marketplace found violating the rules. The second is recommending license revocation through the relevant ministries. The authority lies with the Ministry of Trade and the Ministry of Communication and Digital Affairs, but I believe that after our coordination efforts, our marketplaces will comply, so there should be no issue,” Maman explained.
However, Maman emphasized that the new regulation is intended to ensure fairness within the digital ecosystem. According to him, MSME players should not be placed in unfair competition within e-commerce platforms, and the ecosystem involving both marketplaces and MSMEs must be properly maintained.
“If there are violations, the government has an obligation to take corrective action. Likewise, MSMEs are also expected to improve themselves by preparing the necessary legal documentation and requirements. The goal is to strengthen their competitiveness,” he said.
Maman noted that the advance-notification requirement was introduced because sudden increases in administrative fees can disrupt sellers’ financial planning.
In addition, e-commerce platforms will be required to establish fixed-term agreements with sellers regarding service fees. During the agreed contract period, marketplaces will not be allowed to increase fees unexpectedly. He also urged platforms to ensure that digital contract text is not presented in excessively small font sizes that make it difficult for MSMEs to read and understand.
“Marketplaces should not arbitrarily raise fees whenever they want. Under this Ministerial Regulation, marketplaces and sellers must enter into a one-year contract. During that one-year period, the agreed fees and charges must remain as specified,” Maman stated at the Indonesian House of Representatives in Central Jakarta.
The regulation will also simplify the various fee structures that currently differ across platforms into only three categories: registration fees, service fees, and promotional fees.
Furthermore, marketplaces will be required to provide a 50% discount on service fees for products manufactured domestically. This incentive is specifically intended for micro and small enterprises (MSEs) operating through marketplace platforms.
“The government must be present to provide protection for micro and small enterprises. What is the incentive? The first incentive is a mandatory 50% discount,” Maman concluded.
