Pertalite and diesel consumption exceeding 50% of quota by August 2024: What do we need to watch out for?

DIGIVESTASI - The Downstream Oil and Gas Regulatory Agency (BPH Migas) reported that the distribution of diesel fuel and Pertalite has exceeded 50% of the quota allocated for 2024. BPH Migas Committee Member Saleh Abdurrahman revealed that as of August 16, 2024, the distribution of Pertalite fuel has reached 18.8 million kiloliters (kl), or around 59.47% of the total quota of 31.60 million kl. Meanwhile, the distribution of diesel fuel was recorded at 10.7 million kl, or 59.85% of the allocated quota of 17.96 million kl.

 

“Realization until 16 August 2024 shows that Solar has reached 59.85%, while Pertalite is 59.47%,” Saleh said in his statement on Friday (30/8/2024).

Regarding the existence of a number of public fuel filling stations (SPBU) that do not sell Pertalite, Saleh explained that this is the policy of the owner of the SPBU. According to him, gas stations that choose not to sell Pertalite have reported the decision to Pertamina, so no Pertalite volume is allocated to them.

 

“The gas stations have a contract with Pertamina Patra Niaga. If they decide not to sell Pertalite, Pertamina will report it to BPH Migas, and the JBKP allocation will be stopped,” he said.

Previously, BPH Migas projected that Pertalite uptake until the end of this year would reach 31.51 million kl, slightly below the allocated quota. However, the Pertalite quota is expected to increase in 2025, with the upper limit reaching 33.23 million kl and the lower limit at 31.33 million kl.

Head of BPH Migas, Erika Retnowati, explained that the determination of the upper limit quota is based on the economic growth rate escalation method as well as fuel sales data and economic growth assumptions. Meanwhile, the lower limit projection for Solar, kerosene, and Pertalite uses a regression statistical model by considering historical data on fuel consumption and parameters of GDP per capita and economic growth in 2025.

“This calculation is based on historical data and assumptions of economic growth in 2025,” Erika explained during a hearing with Commission VII in Jakarta, Monday (27/5/2024).
