DIGIVESTASI - In accordance with Law Number 8 of 2010 concerning Prevention and Eradication of the Crime of Money Laundering (UU TPPU) and Law Number 4 of 2023 concerning Development and Strengthening of the Financial Sector (UU P2SK), the Financial Services Authority (OJK) is collaborating with Ministries, related organizations and the financial sector to continue to combat practices that harm society and damage the reputation and integrity of the financial system.
Based on the P2SK Law, OJK has the authority to order banks to block certain accounts. Following up on this request, while maintaining its commitment to maintaining the integrity of the financial system, the OJK ordered banks to block accounts known to be used for illegal activities, including online gambling.
“Over the past three months, we have asked banks to block more than 4,000 online gaming accounts. "We also require banks to develop systems that can profile online gaming behavior so they can quickly recognize online gaming activity and block it independently," said OJK General Manager of Bank Supervision Dian Indiana Rae in a press release, Saturday (16 December). According to him, banks are responsible for recording customers' records and behavior in using the accounts opened at their banks.
If unusual or suspicious movements are detected, banks are obliged to report them to PPATK and take action to prevent the use of customer accounts to facilitate and accelerate banking crimes.
According to Dian, Indonesian banks are also strongly committed to supporting efforts to eradicate online gambling, including blocking accounts at the behest of the OJK, including identifying, providing tools and monitoring transactions that do not match customer profiles.
Apart from that, OJK also requires banks to strengthen customer due diligence and Enhanced Due Diligence (CDD/EDD) to find out whether customers/potential customers are included in the list of online gambling or other criminal acts committed through banking services.
Apart from being required by the OJK, banks also carry out independent analysis and blocking of accounts.
Bank account blocking is an effort to minimize and limit the space for online gaming transactions carried out through the banking system.
Account information suspected to be related to online gambling and account blocking techniques are handled in coordination with relevant ministries/institutions, including: Ministry of Communication, Information and Banking.
Dian also emphasized that if there is a transaction discrepancy with the records, characteristics or transaction patterns in general, the bank must immediately take appropriate action, including reporting suspicious financial transactions (TKM) to PPATK. "Under certain circumstances, the Bank can temporarily stop transactions and block accounts on orders from law enforcement officials or related organizations/ministries or institutions, including the OJK," said Dian.
Apart from blocking bank accounts, OJK is also making other efforts to eradicate online gambling, including by giving special advice to banks regarding online gambling, increasing public awareness of the dangers of online gambling, and collaborating with other stakeholders.
With increased coordination and synergy between the OJK and stakeholders, it is hoped that the eradication of online gambling in Indonesia can be more effective and on a large scale.
To further strengthen the integrity of the financial services sector, OJK has also issued OJK Regulation (POJK) Number 8 of 2023 concerning Implementation of Anti-Money Laundering, Prevention of Terrorist Financing Programs and Prevention of Financing of Financial Proliferation. Mass collapse in the financial services sector.
Previously, OJK also had POJK Number 39 of 2019 regarding the implementation of anti-fraud strategies which have so far helped minimize the risk of fraud in the banking system. Most recently, OJK also issued POJK Number 17 of 2023 concerning the Administration of Commercial Banks.
The implementation of good governance is the basis for managing bank commercial activities for healthy and sustainable development by prioritizing values, ethics, principles and upholding integrity.
In the future, OJK will continue to coordinate, co-ordinate and cooperate with various parties in eradicating online gambling and other criminal acts in the banking sector in Indonesia. This effort aims to protect the public from the dangers of online gambling which can be economically and socially detrimental.
