Purbaya Gives Ministries 16-Day Deadline to Finalize Budget

The Minister of Finance, Purbaya Yudhi Sadewa, plans to conduct a budget sweep at the end of October 2025. Under this policy, the Ministry of Finance will grant a 16-day deadline for ministries and agencies (M/As) to prepare the absorption of their budgets.

 

If any funds remain unspent, Purbaya stated that they would be reallocated to other budget lines.

 

"M/As have 16 more days to prepare budget absorption until the end of the year. If not absorbed, I will start sweeping at the end of October and reallocate the funds elsewhere if they cannot spend them," he emphasized at the APBN KITA October Edition press conference, cited Wednesday (15/10/2025).

 

In his presentation, Purbaya highlighted three M/As potentially targeted in the budget sweep: National Nutrition Agency (BGN), Ministry of Agriculture, and Ministry of Public Works. These agencies were considered to have large budgets but low absorption rates.

 

Director General of Economic and Fiscal Strategy, Febrio Kacaribu, urged ministries and agencies with a direct impact on the public, such as job creation, to accelerate their budget spending, noting that only 2.5 months remain until year-end.

 

"We hope the majority of M/As can absorb their budgets. The Minister also encourages a real acceleration because state spending can reach 14-15% of GDP," he said.

 

"In this way, the planned programs are expected to be immediately felt by the public and stimulate economic growth," Febrio added.

 

According to the APBN KITA presentation, the Ministry of Finance reported that budget absorption by M/As as of September 30, 2025, reached Rp800.9 trillion, equivalent to 62.8% of the outlook.

 

Steps to optimize budget implementation include accelerating activities and procurement of goods and services, monitoring the Fund Utilization Plan, encouraging timely installment payments for activities, and inventorying obstacles for mitigation.
