A Bright Future Awaits, Civil Servant Salaries to Be Equivalent to State-Owned Enterprise Employees

A promising future awaits civil servants (ASN) as the government prepares a new welfare improvement system for these state servants. This income improvement system will be outlined in a draft government regulation (RPP) on ASN employee management. In the future, the salaries of ASN, including PNS, TNI, and Polri, will be standardized to match the earnings of employees of state-owned enterprises (BUMN).

 

The RPP on ASN employee management is a derivative regulation of Law Number 20 of 2023, replacing Law No. 5/2014. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB), along with other relevant agencies, must complete the drafting of the RPP within six months after the enactment of Law No. 20/2023 on October 31, 2023, by President Joko Widodo.

 

Yudi Wicaksono, Acting Assistant Deputy for Talent Management and Capacity Building of Human Resources at the PANRB Ministry, stated that the equivalence of income or salaries between ASN and BUMN employees is essential to support the talent mobility system as mandated by the latest ASN Law. Without income improvement, mobility would not be possible.

 

"Because, in reality, we are the same as them. We are all public servants, BUMN is a public servant, so what our friends in BUMN receive should also be acceptable to us. Therefore, by opening talent mobility, we can move to BUMN, and they can come to us," said Yudi in the Post-Law No. 20/2023 ASN Management Arrangement, as quoted on Tuesday (7/11/2023).

 

With this improvement, he ensured that there would be no more income disparity discouraging BUMN employees from becoming ASN, while ASN, including PNS and PPPK, are eager to become BUMN employees. Therefore, Yudi stated that the income of ASN will be reviewed at least every three years, referring to the highest salary or income of BUMN employees.

 

"So, the new salary system that we will implement every three years is called benchmarking income in BUMN, and we will take the percentile in BUMN, where the highest salary in BUMN, we will take its percentile, so we will continue to keep up with them," emphasized Yudi.

 

Yudi added that through this welfare system improvement, the government will introduce a new remuneration mix scheme, where the fixed income or salary of ASN will be higher than its incentives. Previously, according to the government, the income of ASN was much lower than the incentive components such as fixed allowances in the employee budget.

 

In this new remuneration scheme, the largest component of ASN income is the salary, accounting for 40%, while the incentive, or variable, has a portion of 30%, followed by benefits with a portion of 25%, and lastly, quality improvement with the term learning, accounting for 5%.

 

"So our enthusiasm is how to improve the quality of public services by ensuring the welfare of ASN. Our future demands are for our organization to be more streamlined, our ASN to be more agile, with the hope of greater prosperity," said Yudi.

 

To support this welfare improvement, the recruitment pattern of ASN will also change in the future, not only through open selection but also through referral schemes, agents, and headhunting. The goal is to acquire the highest quality employees in the labor market.
