Facing 49 days before the year 2024, President Joko Widodo has revamped the details of the state revenue and expenditure budget (APBN) for the year 2023. This change is stipulated in Presidential Regulation Number 75 of 2023 concerning Amendments to Presidential Regulation Number 130 of 2022 concerning the Details of the State Revenue and Expenditure Budget for 2023.
One of the announced changes is the target for domestic tax revenue, which is set at Rp 2.045 trillion. In the previous Presidential Regulation No. 130/2022, this figure was only Rp 1.963 trillion. Income tax revenue (PPh) also increased to Rp 1,049.54 trillion from the previous Rp 935 trillion. Meanwhile, the domestic value-added tax (PPN) decreased to Rp 438.79 trillion from Rp 475.37 trillion.
Income from land and building tax dropped to Rp 26.87 trillion from the previous Rp 31.31 trillion, while excise revenue was set to decrease to Rp 227.21 trillion from Rp 245.44 trillion.
International trade tax revenue increased to Rp 72.89 trillion. The breakdown includes an increase in import duties to Rp 53.09 trillion from the previous Rp 47.52 trillion, and export duties increasing to Rp 19.80 trillion from Rp 10.21 trillion.
From the government-borne income tax perspective, there is no change from the previous Presidential Regulation, which remains at Rp 7.88 trillion.
Overall, the total target for tax revenue for the fiscal year is set at Rp 2,118.3 trillion, an increase from the previous target in Presidential Regulation 103/2022 of Rp 2,021.2 trillion.
Presidential Regulation No. 75 of 2023 was established and signed by Jokowi on November 10, 2023, and took effect on the same date. This change aligns with the conclusions reached during a working meeting between the budget committee of the DPR, the government, and the Governor of Bank Indonesia some time ago.
"The adjustment of state revenue, state expenditure, budget deficit, and budget financing, including the use of the Surplus Budget Fund (SAL)," is explained in Presidential Regulation No. 75/2023.
