Jokowi's Fears Proven: Liquidity Crisis at the End of Office

DIGIVESTASI - Presiden Joko Widodo (Jokowi) sempat menyatakan kekhawatirannya terhadap berkurangnya arus kas, meski laju pertumbuhan ekonomi Indonesia masih di kisaran 5%. Hal itu diungkapkannya menjelang akhir masa jabatannya. Jokowi menilai permasalahan ini disebabkan Kementerian Keuangan (Kemenkeu) dan BI  terlalu banyak menerbitkan instrumen, khususnya Surat Berharga Negara (SBN), Surat Berharga Bank Rupiah (SRBI), dan Surat Berharga Valas dari Bank Indonesia (SVBI).


“Jangan beli terlalu banyak, yang tadi saya sampaikan kepada BI dan SBN, biarpun bagus, itu agar sektor riil bisa terlihat bagus,” kata Jokowi saat Rapat Tahunan Bank Indonesia (PTBI) dibandingkan tahun lalu. Kepala BI. Kantor, Jakarta kapan-kapan.

However, he assured that BIS still has sufficient surplus liquidity to expand credit. “If BRI has a lot of LDR, yes, we are normal in the sense that we will definitely maintain LDR, but that does not mean we limit credit,” added Sunarso. 

 

For information, in March 2023 the loan to deposit ratio (BIS) was 83.78%. Compared to the same period last year, this figure fell 148 basis points (bps). Separately, CFO of PT Bank Negara Indonesia (Persero) Tbk Novita Widya Anggraini said liquidity was one of the two main objectives this year. She said, to maintain liquidity, BNI always prioritizes increasing low-cost capital sources (CASA) by optimizing digital services such as BNI Mobile Banking for retail customers and BNI Direct for businesses. 

 

He said: “With a strategy that focuses on increasing liquidity, optimal asset allocation, and strategic financial pricing, BNI believes that operational performance will be stable in facing challenges while being able to optimize opportunities to provide the best value for customers and stakeholders. “ .

 

In March 2024, BNI's LDR increased by 358 basis points, from 85.43% to 89.01%.  
Meanwhile, PT Bank Tabungan Negara (Persero) Tbk has adjusted its credit growth target this year. Director Nixon L.P. Napitupulu said this was due to a lack of liquidity in the market. 

 

“So why are we targeting the same credit as last year, because DPK can still face tough competition. But if we see a good financial situation, we will push the credit adjustment upwards. “But given the current situation, we are not too bold to target more than 12 percent,” Mr. Nixon said earlier this year. 

 

In addition, Mr. Nixon said credit growth this year needs to be limited to minimize the risk of rising interest rates. 

“In the first quarter of 2024 (credit growth) was 14.85% (yoy), later we will reduce the credit allocation to 10% (yoy) to anticipate the high cost of capital because current interest rates are difficult to compare. Like the price of raw materials is expensive, sales are not in a hurry,” he said. 

 

In March 2024, the bank's LDR, which focuses on home equity (KPR), rose 244 basis points to 96.23%. For information, Bank Indonesia recommends an LDR of 84% to 94%. 

 

Look for alternative funding sources 
The Deposit Insurance Corporation (LPS) noted that the growth rate of non-DPK funds has increased again after slowing down in the middle of last year. In February 2024, this alternative bank financing grew 5.38% year-on-year. 
The annual growth of non-DPK funds was mainly contributed by an increase in loans/grants received of Rp25.29 trillion and other bank liabilities of Rp11.88 trillion billion.
