Classes 1, 2, 3 of BPJS Health to be Removed, Will Contributions Increase?

The government is preparing to eliminate classes in the Social Security Administration (BPJS) Health. This elimination is in line with the plan to implement the Standard Inpatient Class (KRIS). So, will this elimination lead to an increase in contributions?

 

Member of the National Social Security Council (DJSN), Asih Eka Putri, said she cannot yet answer whether the implementation of KRIS will affect BPJS contributions. She mentioned that the government is currently conducting simulations to assess the impact of the KRIS implementation.

 

"Whether it will affect contributions or not, I cannot answer at this point because we are still in the simulation phase, including assessing the availability of funds and rate adjustments," Asih said when contacted on Thursday, November 2, 2023.

 

She explained that the implementation of KRIS aims to improve the quality of inpatient care for BPJS Health participants. The improvement is expected as the government has set 12 standards that inpatient rooms for participants must meet, including requirements related to ventilation, care equipment, and minimum room temperature.

 

She stated that the implementation of these standards will certainly affect the funding projections for BPJS patient care. There is a guarantee of regulations for the rights of participants and obligations that hospitals must fulfill, which serves as the basis for BPJS Health payments.

 

Asih mentioned that the KRIS implementation has been tested in 14 hospitals, and the response has been positive. However, she also acknowledged that not all hospitals are ready to implement the same standards for BPJS Health patients.

 

Therefore, in the ongoing revision of the presidential regulation on National Health Insurance, the KRIS implementation will be carried out gradually. The government will provide time for hospitals to meet these standards, and the same applies to BPJS Health participants.

 

Asih explained, "There will be an adjustment phase, both in hospitals and for participants. The initial phase will focus on bed availability, followed by adjustments for participants."

 

The 12 criteria for inpatient facilities established by the government are as follows:

 

  1. The building used must not have a high level of porosity.
  2. Air ventilation must meet the minimum requirement of 6 air exchanges per hour in regular inpatient rooms.
  3. Artificial lighting must meet the standard with an illumination of 250 lux for general lighting and 50 lux for sleeping illumination.
  4. Each bed must be equipped with 2 power sockets and a nurse call.
  5. Each bed must have healthcare personnel attending to it.
  6. Room temperature must be maintained between 20 and 26 degrees Celsius.
  7. Inpatient rooms must be segregated by gender, age, and type of illness.
  8. The maximum density of inpatient rooms is 4 beds, with a minimum distance of 1.5 meters between bed edges.
  9. Curtains or partitions must be embedded in the ceiling or hung.
  10. There must be a bathroom within the inpatient room.
  11. Bathrooms must comply with accessibility standards.

Oxygen outlets must be available.
