DIGIVESTASI - Minister of State-Owned Enterprises Eric Tohir has dissolved seven state-owned enterprises by 2023. He is carrying out President Joko Widodo's order to liquidate many SOEs. Eric initially announced the plan to dissolve 7 SOEs in 2021. He pointed out that the state-owned company had long been inactive even though it still had employees. 

"Right now we need to close seven (SOEs) that have not been operating for a long time. "If Zarim becomes the leader, there is no certainty," Eric said in September 2021. Since the announcement, the dissolution of the 7 SOEs has been executed in 2023. 

The following is a list of issuers that finally closed completely: 

1. PT Merpati Nusantara Airline (Persero) 
President Jokowi dissolved Merpati Nusantara Airlines on February 20, 2023. The state-owned enterprise, which was established on September 6, 1962, has been inactive since 2014. Government Regulation (PP) Number 8 of 2023 concerning the dissolution of PT Merpati Nusantara Airlines explains the legal reasons underlying the dissolution of the state-owned airline.

"PT Merpati Nusantara Airlines (Persero) Limited Liability Company, established under Government Regulation No. 70 of 1971 concerning the Transfer of State Company (P.N.) Regional Air Transport and Multipurpose Aviation "Merpati Nusantara", became a limited liability company (Persero) which was dissolved because it was declared bankrupt," Article 1 of the regulation reads. Merpati Airlines' bankruptcy was decided by the Surabaya District Court Number 5/Pdt.Sus Cancellation of Peace I 2022/PN. Niaga Sby Jo Number 4/Pdt.Sus-PKPU/20l8/PN.Niaga Sby June 2, 2022.

2. PT Kertas Leces (Persero) 
Paper Leces was dissolved on the same day as Merpati Airlines. The dissolution contained in Government Regulation No. 9 of 2023 is the dissolution of the Limited Liability Company (Persero) PT Kertas Leces. PT Kertas Leces Limited Liability Company (Persero), established under Government Regulation No. 14 of 1982 concerning the Transfer of State-Owned Enterprise Kertas Leces to a Limited Liability Company (Persero), was dissolved because it was declared bankrupt," read the 1-page article. 

The complete dissolution of Kertas Leces, including liquidity issues, will be carried out no later than nine years after the company is declared bankrupt. The company was declared bankrupt by the Surabaya District Court in September 2018. 
Instead, all remaining assets from the liquidation of the company are deposited in the state treasury.

3.PT Istaka Karya (Persero) 
This state-owned construction company was established in 1979 under the original name of the Indonesian Construction Industry Association (PT ICCI). Unfortunately, Istaka Karya was dissolved on March 17, 2023. President Jokowi signed PP Number 13 of 2023 concerning the Dissolution of PT Istaka Karya (Persero) Company. The reason is that the company went bankrupt based on the decision of the Central Jakarta District Court in July 2022. 

"All remaining assets from the liquidation of the Company (Persero) PT Istaka Karya as referred to in Article 2 are deposited into the state treasury," Article 4 of the regulation explains. The dissolution of Istaka Karya including liquidation is carried out no later than 5 years. The process begins when the company is declared bankrupt.

4. PT Industri Sandang Nusantara (Persero) 
The dissolution of ISN coincided with Istaka Karya. This decision is contained in Government Regulation Number 14 of 2023 concerning the Dissolution of PT Industri Sandang Nusantara (Persero). Established in 1961, ISN was expected to fulfill Indonesia's clothing needs by focusing on domestic yarn and textile production. Unfortunately, the company became a "patient" of PT Perusahaan Pengelola Aset (PPA) with an injection of Rp 26 billion.

The dissolution of PT Industri Sandang Nusantara including liquidation must be completed no later than 6 years from the date of promulgation of this Government regulation.

5. PT Kraft Paper Aceh (Persero) 
Aceh Kraft Paper or known as KKA has been operating since 1983 and focuses on producing cement packaging paper. This state-owned company was also Jokowi's workplace at that time. However, KKA will be dissolved through PP Number 17 of 2023 signed by Jokowi on April 3, 2023. The liquidation of the dissolution of PT Kertas Kraft Aceh is carried out in accordance with the provisions of BUMN legislation. branch. This business segment was "taken over" by PPA. The state will provide relief funds worth IDR 51.34 billion and restructuring loans worth IDR 141.61 billion.

6. PT Industrial Glass (Persero) 
PT Industri Gelas (Persero) or Iglas was dissolved on April 3, 2023. The dissolution was based on Government Regulation Number 18 of 2023. Based on the results of the study, Iglas could not maintain its operations. The complete dissolution of Iglas, including liquidation, will be carried out no later than 5 years from the date of issuance of the PP. After that, all remaining assets from the liquidation of Iglas will be deposited into the state treasury.

7. PT Pembiayaan Armada Niaga Nasional (Persero) 
PANN was actually disbanded earlier than the six SOEs above. Last year, the company had only 7 employees, including directors and commissioners. Furthermore, President Jokowi signed a regulation on the dissolution of PANN through Presidential Decree Number 25 of 2022 related to the Government Regulation Development Program for 2023. This regulation was signed on January 23, 2022.

"The regulation regarding the dissolution of the Company (Persero) PT National Fleet Development Company by the Minister of State-Owned Enterprises and the Minister of Finance is in accordance with their authority based on the provisions of laws and regulations," the regulation reads. 

The company was originally established in 1974 to implement a national investment program in merchant ships. Although PANN is also engaged in the hospitality sector, Minister of Foreign Affairs Erick Thohir believes that the company is not focused on its business.
