The Financial Services Authority (OJK) says the Indonesia Stock Exchange (IDX) has requested approval to hold a shareholders’ meeting on October 28, 2026. One proposed agenda is an amendment to the exchange’s articles of association as part of a move toward demutualization. This step does not mean that IDX ownership has already changed.

DetikFinance reported on October 22 that, following the meeting and changes to internal rules, the next stage would include approaching potential shareholders from outside the exchange-member group. OJK previously issued Regulation No. 13 of 2026 on Stock Exchange Shareholders, effective September 17, 2026. The rule provides a framework for a more open ownership structure.

What is demutualization?

Under a mutual model, an exchange is owned by the members who use its services. Demutualization changes that structure so other parties may participate in ownership, while the exchange’s trading-venue role still requires strong governance and oversight. A change in ownership does not automatically make stocks more attractive or remove market risk.

For retail investors, more practical points to watch are process transparency, safeguards against conflicts of interest, continuity of oversight, and any effect on market services. A well-designed change could strengthen governance, but outcomes depend on implementation rules and supervision after the change.

Because the planned shareholders’ meeting is only one step, investors should distinguish a proposal from approval and implementation. There is not yet a basis to conclude who the new shareholders might be or when the process will be complete.
