DIGIVESTASI - Raffi Ahmad has been officially inaugurated as the President's Special Envoy for the Development of Youth and Artists. According to existing regulations, is it true that Raffi Ahmad's salary and benefits are equivalent to those of a minister?

 

This is stipulated in Presidential Regulation Number 137 of 2024 concerning the President's Special Advisors, Special Envoys, Special Staff of the President, and Special Staff of the Vice President. In Article 22, it is stated that the financial rights and other benefits for the President's Special Envoy are granted up to the same level as a ministerial position.

 

If so, Raffi Ahmad will receive a basic salary of IDR 5,040,000 and an allowance of IDR 13,608,000 per month. Thus, the total income Raffi receives as the President’s Special Envoy amounts to IDR 18,648,000 per month.

 

The amount of the minister's basic salary is also regulated in Government Regulation Number 60 of 2000, which amends Government Regulation Number 50 of 1980 regarding the Financial/Administrative Rights of State Ministers and other State Officials. The basic salary for ministers is set at IDR 5,040,000. The ministerial position allowance, as outlined in Presidential Decree Number 68 of 2001, is IDR 13,608,000 per month, the same as the allowance for other officials of ministerial rank.

 

Raffi Ahmad was inaugurated by President Prabowo Subianto on Tuesday (22/10/2024) for the position of Special Envoy for the President in the field of youth and artist development. The role of the President's Special Envoy, as described in the Presidential Regulation, is to assist in facilitating the President’s tasks that are not part of the duties of any ministry or other government institution. Additionally, they report directly to the President.

 

In addition to Raffi Ahmad, K.H. Miftah Maulana Habiburrahman, better known as Gus Miftah, was also inaugurated as one of the seven Presidential Special Envoys. Gus Miftah has been assigned responsibility for Religious Harmony and Development of Religious Facilities.
