Private fuel station operators such as Shell, BP, and Vivo have agreed to purchase pure fuel or base fuel from Pertamina in order to address supply shortages. The scarcity of fuel at private gas stations in recent weeks occurred because their stock had run out, even though they had already received an additional 10% import quota.
The Ministry of Energy and Mineral Resources (ESDM) instructed private gas stations to establish supply cooperation with Pertamina, which still has reserves and an import allocation of fuel.
So, what is the impact on fuel prices at private gas stations? As of now, fuel prices at private stations have not changed. As of Monday (September 22, 2025), fuel prices at Shell, BP, and Vivo remain based on the early September 2025 pricing.
