The government plans to implement a mandatory 10 percent ethanol (E10) requirement for all domestically produced gasoline or fuel (BBM) products.
E10 refers to a blend of gasoline with 10 percent ethanol. However, this policy does not apply to diesel fuel, as a separate program—Biodiesel B50—is already scheduled to roll out next year.
Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia stated that the E10 mandate had been discussed and approved by President Prabowo Subianto for implementation.
“Going forward, we will push for the adoption of E10. Last night, we held a meeting with the President, and he has approved the plan for a mandatory 10 percent ethanol requirement,” said Bahlil during the Indonesia Langgas Berenergi event organized by Detik and CNN Indonesia at Anjungan Sarinah, Central Jakarta, on Tuesday (October 7).
According to Bahlil, the main goal of the 10 percent ethanol mandate is to reduce domestic oil imports by utilizing Indonesia’s abundant natural resources, particularly sugarcane, which can be processed into ethanol.
He emphasized that around 60 percent of Indonesia’s current fuel consumption still relies on imports, highlighting the need for the country to leverage its own resources to achieve energy independence.
In addition to reducing imports, Bahlil noted that the E10 policy also supports Indonesia’s commitment to clean energy and the national goal of achieving Net Zero Emissions (NZE) by 2060.
“Therefore, we will mix our gasoline with ethanol. The purpose is to minimize oil imports while producing cleaner and more environmentally friendly fuel,” he explained.
Bahlil estimated that the implementation of the E10 policy could take place within the next two to three years, likely around 2027 or 2028.
“Yes, roughly two to three years from now. We still need to make careful calculations and proper preparations,” he added.
Meanwhile, PT Pertamina (Persero) President Director Simon Aloysius Mantiri stated that the company already produces fuel containing 5 percent ethanol, namely Pertamax Green 95.
Therefore, Pertamina is fully prepared to carry out the 10 percent ethanol mandate, as directed by President Prabowo and Minister Bahlil Lahadalia.
“We have already moved forward with the B40 program, and as the Minister mentioned, we will proceed with E10 next year,” Simon said.
