DIGIVESTASI - By 2025, Indonesia will have the largest oil refinery with a production capacity of 360,000 barrels per day (bpd). The refinery is a Balikpapan Refinery Development Master Plan (RDMP) mega project owned by PT Kilang Pertamina Internasional (KPI) as the Refining and Petrochemical Holding Company (Persero). Currently, Pertamina International Refinery is increasing the refining capacity or upgrading the crude oil distillation unit (CDU) from the previous capacity of 260,000 barrels per day (bpd) to 360,000 barrels per day.
Taufiq Adityawarman, President and Director of PT Kiran Pertamina International (KPI), explained that this will not only increase refinery capacity but also improve fuel quality that meets Euro 5 standards. Euro 5 standards reduce sulfur content by 99% from 2,500 ppm to 10 ppm. "Then, by the end of 2025. At that time, Balikpapan refinery products will already meet Euro 5 quality, meaning 10 ppm sulfur," Tawfik said on Thursday (March 2024). Energy Corner program on May 21.

The two milestones include refinery capacity expansion and CDU restructuring. "God willing, by the end of April it will be ready, so we can increase production in May," Taufik said. The next milestone is the construction of an RFCC (Residual Fluid Catalytic Cracking) plant at the Balikpapan refinery to increase refinery profitability by processing residue into high-value products. This project is expected to be operational by the end of this year.
It means restarting all the processes of both gasoline and diesel, liquefied petroleum gas, and polypropylene. So this is the second milestone, he said.Keep in mind, the Balikpapan RDMP project is an expansion project of the Balikpapan refinery which is currently operating. Meanwhile, the Balikpapan RDMP will be the largest refinery in the country once completed. This is because the production capacity of the Balikpapan Refinery will exceed the capacity of the Cilacap Refinery, which is currently the largest refinery.
The Cilacap refinery currently processes 345,000 barrels of oil per day (bpd). Meanwhile, the Balikpapan refinery is capable of processing 360,000 barrels of crude oil per day. From its crude oil processing capacity, the refinery will produce 319,000 barrels per day of fuel, LPG products, and petrochemicals such as propylene, a raw material for plastics.
