DIGIVESTASI - The Ministry of Communication and Informatics (Kemenkominfo) ensures that Starlink is free to choose its service area, whether in the capital city (IKN) or other areas in eastern Indonesia. The regulator will not interfere with the service provided by Elon Musk's satellite.

Wayan Toni Supriyanto, Director General of Postal and Information Services at the Ministry of Communications and Information Technology, said this would only happen if Starlink already had a telecommunications business license in Indonesia. "They (Starlink) have the same rules as operators in Indonesia. Which areas to target will be determined by the business plans of each operator and telecommunications provider," Wayan said on Friday (2/9/2016) to Bisnis. 

Wayan said Elon Musk's Starlink satellite is currently applying for VSAT and Internet Service Provider (ISP) approval through the Online Single Submission (OSS).  Starlink must fulfill many OSS requirements, including device certificates from the Directorate of SDPPI, IP addresses from APJII, and network configuration information. Therefore, the approval process cannot proceed at this time. However, Wayan said that after fulfilling the OSS requirements, the Ministry of Communications and Informatics will audit the company and obtain telecommunications business approval.

"Starlink's approval is conditional on meeting OSS requirements. After the requirements are met and declared eligible to operate, an operational permit will be issued or issued online," said Wayan Ta. Previously, Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan (Menko Maves) announced Starlink's plan to enter the capital city of the archipelago (IKN). Luhut said the processing of Starlink's requirements to invest in IKN is almost complete and awaits the issuance of the appropriate operational license or ULO by the Ministry of Communication and Information Technology (Kemenkominfo). 

"If (ULO) is applied, in five days we can come to Indonesia," Luhut said. Furthermore, Luhut said, President Joko Widodo or Jokowi proposed that the opening of Starlink at IKN would be carried out and would later be used at health centers near the new capital city. "The President asked to be able to contact local health centers that cannot be reached through Starlink communication," Luhut said.
