DIGIVESTASI - Senior Director of the Health Social Security Organizing Agency (BPJS), Ali Ghufron Mukti, explained that the contribution plan will be applied to the unclassified BPJS system or known as the Disease Class standard inpatient system (KRIS). He said, although the type of treatment room received by each participant is the same, the amount of contributions remains different for each participant. “The cost is certainly not the same, so where is the cooperation?” Ghufron said via SMS, Monday (May 13, 2024).

However, Ghufron did not specify the amount of contributions that must be paid by BPJS participants when the new system officially takes effect. He said the rate would be discussed with the Ministry of Health, the National Social Security Council, and BPJS. This amount is determined after related parties such as the Ministry of Health, DJSN, and BPJS conduct evaluations, discussions, and agreements, he said.

Ghufron said that the discussion of the amount of contributions will also be carried out with the Ministry of Finance. Discussions have been held with the Ministry of Finance to determine the indicators used to determine the classification of contribution rates for each different participant, he said.

“Nandi will be discussed first with the Ministry of Finance,” he said. Ghufron is still hesitant to reveal the amount of contributions that will apply to participants. He only gave an example of the extent of the contribution of participants to the BPJS Contribution Assistance Recipients (PBI) which will certainly be different from those outside the group.

“PBI contributions cannot be the same as other participant groups,” he said.  Previously, President Joko Widodo officially issued Presidential Regulation Number 59 of 2024 concerning Social Security. Through this regulation, the government replaced the BPJS Health system level 1, 2, 3 with the KRIS system.

In the KRIS system, the processing space received by all participants will be relatively the same. The government has set 12 criteria that must be met in the treatment room for all BPJS participants, such as room ventilation, ambient temperature, and indoor toilets.

The KRIS system is expected to be implemented in all hospitals working with BPJS by June 30, 2025. Meanwhile, the determination of contributions, benefits, and cost schedules will be decided no later than July 1, 2025.

Asih Eka Putri, a member of the National Social Security Council (DJSN), said that the amount of participant contributions has not been regulated in Presidential Regulation 59/2024. She explained that during the transition period until July 1, 2025, participants continue to contribute as in the previous regulation, which still includes categories 1, 2, and 3. “Always refer to the provisions of Presidential Regulation Number 64 of 2022 concerning Health Insurance,” she said.

He said that DJSN and related parties are still calculating the costs that each participant must pay. According to him, the implementation of the KRIS system was carried out to improve the quality of national health insurance.
“JKN will improve its quality,” he said.
