Deadline of 17 Demands in 17+8 Ends - What's the Latest Progress?

The deadline for the 17 demands within the 17+8 People’s Demands has officially passed. Here is the progress on responses from the institutions targeted by activists.

 

The deadline expired on Friday, September 5, 2025.

Those addressed in the 17+8 People’s Demands include President Prabowo Subianto, the House of Representatives (DPR), political parties, the National Police (Polri), the Indonesian Armed Forces (TNI), and ministries in the economic sector.

 

The 17 People’s Demands in One Week

Deadline: September 5, 2025

For President Prabowo

  1. Withdraw TNI from civilian security operations and ensure demonstrators are not criminalized.

  2. Establish an independent investigation team into the cases of Affan Kurniawan, Umar Amarudin, and all other victims of state violence during the August 28–30 demonstrations, with a clear and transparent mandate.

 

For DPR
3. Freeze salary/allowance increases for members of parliament and revoke new facilities, including pensions.
4. Publish budget transparency covering salaries, allowances, housing, and other benefits.
5. Urge the Ethics Council to investigate problematic members, including via the Corruption Eradication Commission (KPK).

 

For Political Parties
6. Dismiss or strictly sanction DPR members who behave unethically and provoke public anger.
7. Publicly declare commitment to side with the people during the crisis.
8. Involve party cadres in public dialogue alongside students and civil society.

 

For the Police (Polri)
9. Release all detained demonstrators.
10. Stop police violence and strictly follow crowd-control SOPs.
11. Arrest and transparently prosecute officers and commanders responsible for violence and human rights violations.

 

For the Military (TNI)
12. Immediately return to the barracks and withdraw from civilian security roles.
13. Enforce internal discipline so TNI members do not take over police functions.
14. Make a public commitment not to intervene in civilian spaces during the democratic crisis.

 

For Economic Ministries
15. Guarantee decent wages for all workers across Indonesia, including teachers, laborers, health workers, and online drivers.
16. Take emergency measures to prevent mass layoffs and protect contract workers.
17. Hold dialogue with labor unions to resolve issues of minimum wages and outsourcing.

 

In addition, there are 8 further demands with a longer deadline of August 31, 2026.


 

Responses from Stakeholders

President Prabowo’s Side
President Prabowo Subianto has not directly addressed the 17+8 People’s Demands, though several officials have responded.

 

Higher Education, Science, and Technology Minister Brian Yuliarto received student representatives at the Presidential Palace on Thursday (September 4, 2025). The students, including from BEM SI Kerakyatan, GMNI, and Cipayung Plus, submitted the 17+8 document. Brian assured the demands would be conveyed to Prabowo.

 

“Of course it will be forwarded—not only to the President, but also to relevant ministries so improvements can be made where needed,” said Brian.

 

Coordinating Minister for Political and Security Affairs, Budi Gunawan, stated the government would handle the demands wisely, openly, and lawfully.
“As the President has said, the people’s voice is a part of democracy we must listen to sincerely and with respect,” Budi emphasized.

 

Presidential Adviser on Politics and Security, Wiranto, noted that while Prabowo listens to all the demands, not all of them can be met at once.
“It’s impossible to fulfill every request simultaneously—it would be too burdensome,” Wiranto said at the palace on Thursday.
“But I know the President is very attentive, responsive, and truly listens to what the people want,” he added.

 

DPR
The DPR responded with a special press conference on Friday evening (September 5, 2025).

 

Deputy Speaker Sufmi Dasco Ahmad presented six points from a prior consultation meeting:

  1. Termination of housing allowance for DPR members as of August 31, 2025.

  2. Moratorium on overseas working visits effective September 1, 2025, except for official state invitations.

  3. Cuts to various allowances after evaluation, including electricity, telephone, communication, and transport benefits.

  4. Financial entitlements withheld from DPR members suspended by their parties.

  5. DPR leadership to coordinate with party tribunals and the Ethics Council regarding suspended members.

  6. Strengthened transparency and meaningful public participation in legislation and policy-making.

 

Political Parties
Golkar Party Chairman Bahlil Lahadalia said the party would thoroughly study the 17+8 Demands and provide a measured, proactive response. Golkar also suspended Adies Kadir from his role as DPR Deputy Speaker.

 

PAN suspended its members Ahmad Sahroni, Nafa Urbach, Eko Patrio, and Uya Kuya, while also cutting their salaries and benefits.

Police (Polri)
Polri was pressed to free detained protesters, stop violence, and punish perpetrators.

 

Police Spokesperson Brigadier General Trunoyudo Wisnu Andiko affirmed that Polri is not resistant to criticism.
“A hallmark of a modern organization is the ability to accept critique. The National Police is committed to this principle,” he said.

 

Military (TNI)
TNI Spokesman Brigadier General Freddy Adrianzah stated that TNI respects the demands for withdrawal from civilian duties.
“TNI appreciates the 17+8 inputs, particularly those related to our institution,” he said.

 

Economic Ministries
Coordinating Minister for the Economy Airlangga Hartarto addressed the demand to prevent mass layoffs, noting it is already part of the government’s duty.
He added that deregulation in several Javanese industries is expected to create more than 100,000 new jobs.

 

Progress Monitoring
The independent monitoring platform Bijak Memantau provides a channel to track fulfillment of the 17+8 Demands.

 

As of Friday, September 5, 2025, at 23:46 WIB, the site reported: 10 demands “Just starting,” 4 “Moving backward,” 8 “Unaddressed,” and 3 “Already met.”
